Waiting time for HAP application processing completion

9/4/2019

QUESTION

To ask the Minister for Housing; Planning and Local Government the average waiting time for HAP application processing completion; and if he will make a statement on the matter.

REPLY

Limerick City and County Council provide a highly effective transactional shared service on behalf of all local authorities in the administration of the Housing Assistance Payment (HAP) scheme. The HAP Shared Services Centre (SSC) manages all HAP related rental transactions for the tenant, local authority and landlord. Once a HAP application has been received and confirmed as valid by the relevant local authority, it is then processed by the HAP SSC. On average, HAP applications are processed by the SSC within 2 working days of receipt. Any rental payment arising for a given month will then be made to a landlord on the last Wednesday of that month.

At the end of Quarter 4 2018, there were over 43,400  households having their housing needs met via HAP and over 25,000 landlords and agents in receipt of monthly HAP payments

Hi Darragh, I am writing on behalf of my brother who applied for HAP the first week in january 2020, we have heard nothing since and he is going through hell financially. His mental health is causing huge concern with the bill he has and lack of update on the HAP payment. The council are saying it's being processed but no one seems to be responsible for the process. Please help.

Unfortunately your reply is not correct Mr. O'BRIEN. As I have an email here from Hap stating that my application will take from 4 to 6 WEEKS to be processed. And that is from the day my landlord decides to send the correct documents, as what he sent was not accept by Hap.
Denying a fact doesn't solve any problem.

What happens with those months that we are in limbo due the delay processing the application?

Are the people's rep like yourself, pretend that the scheme works, while working families with children are at risk of homeless due this delay?

I would greatly appreciate if you could give us some answers.
